Mission

The organization, titled Health Consumers for Policy Reform, or HealthCPR, aims to satisfy the following objectives:

  1. To raise the public level of awareness of effective treatment for mental illness and addictive disorders, as well as other medical conditions.
  2. To provide a consumer-driven support network to healthcare consumers and their families to allow for greater levels of accessibility to existing healthcare services.
  3. To serve as a health advocate for vulnerable and marginalized populations.
There exists a direct need to help change the perception of the broader medical community, policy makers, as well as that of the public, to enhance the understanding of the true nature of drug addiction, from a “moral failing” to a brain disease. In the field of tobacco addiction, the collective voice of smokers and non-smokers advocating for the rights to safe and effective treatment has been absent. Although consumer-driven organizations exist for most chronic mental disorders, a consumer body, advocating for tobacco control is conspicuously absent. Yet, it has been postulated that the advocacy voice (of patients) may perhaps be the strongest of all. For tobacco addiction, it is likely the most neglected and poorly organized when compared with other mental illnesses. And, some of the most salient examples of inequalities in availability and accessibility to treatment exist in the context of tobacco addiction.
History
Health Consumers for Policy Reform, or HealthCPR, registered as a non-charitable organization in August 2009. A certificate for charitable status was received January 2010. Since August 2009 a Board of Directors was elected, has promulgated the rules of membership, bylaws and code of conduct.
